This document contains five Miami City ordinances addressing building safety, construction regulations, and public property protection.

Fire Zone Expansion ordinance-no-3970 amends the fire-zones definition by extending Fire Zone Number 1 to include a specific area bounded by ne-2nd-avenue, Northeast Thirteenth Street, Northeast Thirty-seventh Street, and biscayne-bay (p. 345). This expansion updates the building-permit-process requirements for new constructions in this district (p. 345).

Construction Performance Bonds ordinance-no-3746 mandates that owners or contractors deposit a performance bond or cash deposit, with a minimum of $50.00, before permits for construction, excavating, or grading are issued (p. 347). The building-inspector determines the amount based on public improvement values, and funds may be used to repair damage or remove debris if the site is not properly cleared (p. 348). This ensures the city-of-miami is protected from costs associated with public property damage (p. 347).

Survey Requirements ordinance-no-3827 requires a registered land surveyor’s certificate and plan for all building-permit-process applications for new structures, additions, or moved buildings (p. 350). The plan must detail property corners, dimensions, utilities, elevations, and setbacks to prevent litigation and ensure compliance with zoning laws (p. 350).

Dangerous Buildings and Nuisances ordinance-no-3963 defines “dangerous buildings” based on structural integrity, sanitation, and safety standards, such as lack of electricity or inadequate egress-and-exit-standards (p. 352). It establishes a building-board-of-appeals to hear disputes and orders for repair, vacation, or demolition (p. 356). The building-inspector is tasked with semi-annual inspections and issuing notices to owners, with penalties for non-compliance including fines up to $500 (p. 354, p. 359).

Permit Exceptions for Owners ordinance-no-3965 amends the building-permit-process to allow sole owners to obtain permits and supervise work on their private residences, provided construction costs do not exceed $2,500, unless structural changes are involved (p. 360). This exception simplifies the process for minor repairs and additions (p. 360).

Carnival and Circus Deposits ordinance-no-3971 requires cash deposits from operators of circuses (100 minimum) to cover potential damage to public property and cleanup costs (p. 362). The building-inspector sets the deposit amount based on site area and public improvement value, with refunds issued after final inspection (p. 363).
